Name of measure: Preparatory support

Legal basis: Article 62(1)(a) of Regulation (EU) No 508/2014 and Article 35(1)(a) of Regulation (EU) No 1303/2013

Measure summary: The aim of the sub-measure 'Preparatory support' is to foster the formation of local partnerships, capacity building, training and networking with a view to preparing and implementing a community-led local development (hereinafter: CLLD) strategy.

Preparatory support costs may include training actions for local stakeholders, studies of the area concerned, costs related to the design of the CLLD strategy, including consultancy costs and costs for actions related to consultations of stakeholders, as well as administrative costs incurred during the preparation of the CLLD strategy.

Beneficiaries: Beneficiaries are local partnerships which have prepared a CLLD strategy.

Eligibility criteria:

  • local partnerships shall be set up in accordance with the criteria applicable to the formation of the Fisheries Local Action Groups (hereinafter: FLAGs),
  • the CLLD strategy shall be prepared and submitted for approval including all required elements, and
  • each local partnership may submit a maximum of one CLLD strategy for approval.

Selection criteria

Eligible expenditure:

  • training actions for local stakeholders,
  • studies of the area concerned (including the feasibility studies for certain operations foreseen in the CLLD strategy),
  • preparation and provision of the CLLD strategy, including costs for actions related to consultations of stakeholders for the purposes of preparing the strategy, and
  • administrative costs of local partnerships (operating and personnel costs).

Intensity of public aid: The public support for an approved CLLD strategy takes the form of a lump sum of EUR 20,000. The public support for a CLLD strategy which is not approved is paid on the basis of incurred and paid costs related to eligible actions. In such case, the support may not exceed EUR 10,000.
